About Rebecca

"I am dedicating the next chapter of my work to building stronger communities, shifting systems, and creating pathways for people to remain rooted and thrive abundantly.

My experience spans Tribal governance, community development, philanthropy, nonprofit leadership, and public systems. I bring that experience together with a deep belief in community power, sovereignty, and solutions shaped by the people and places they are meant to serve.

I believe opportunity should strengthen our connection to community, culture, and place—not require us to leave them behind."

Why This Work,
Why Now

The need for culturally rooted, attainable housing is urgent. Right now, tribal members who want to return home—and those who want to live near their community—are being pushed out by rising housing costs, limited supply, and systems that don’t reflect our realities.

Even individuals who are working, qualified for loans, and committed to serving their communities cannot secure housing. This is not a personal failure; it is a structural gap.

Salmonberry Village Assets exists to close that gap. This work honors the legacy of my late father, Thomas Kinley Sr., whose life reminded me that home is more than shelter—it is belonging, identity, health, and connection to community.

When people cannot live where they belong, communities lose leaders, caregivers, professionals, language carriers, and culture bearers.

The time to act is now because the gap is widening.

Without intentional solutions, more people will be forced away from home, and the long-term impact will be felt across generations. By creating pathways for people to return, stay, and thrive, we are not only addressing housing—we are strengthening community stability, cultural continuity, and collective well being.
